Columbus Sector — Substrate Containment Event & Civic Response Assessment

Light-Industrial Corridor, Municipal Fringe Zone — Franklin County, OH

Issued under HAB ENV-DIR 14-G | Substrate Incident Response Protocol | Active Deployment: Unit DR-04

STATUS: CLOSED — CONTAINMENT CONFIRMED

All compromised substrate samples have been recovered. Storm basin has been cleared to HAB threshold specifications. Civic response metrics have normalized. Unit DR-04 remains deployed in the Columbus corridor. No further action is required under this document reference.

Bottom Line Up Front

A third-party contractor operating an unlicensed wet-substrate processing loop in the Franklin County light-industrial fringe suffered a catastrophic pump failure. Semi-processed protein slurry and particulate waste entered the municipal storm basin network. Ambient narrative calibration was initiated across relevant community communication nodes. Civic response metrics reached threshold within 72 hours, providing adequate operational cover. [UNIT DESIGNATION EXPUNGED] tactical recovery elements swept the storm network and recovered all compromised substrate samples prior to municipal inspection. The basin was cleared. The contractor has been designated non-compliant. HAB Environmental & Logistics considers this matter closed.

Section 1 — Incident Origin & Physical Parameters

On or about the date of record, a third-party contractor operating without HAB authorization initiated a wet-substrate processing loop in a light-industrial facility located on the municipal fringe of Franklin County, Ohio. The facility was not registered with HAB Environmental & Logistics. The contractor was not operating under any HAB-recognized compliance framework.

A catastrophic pump failure in the contractor's primary recirculation system resulted in the uncontrolled release of semi-processed protein slurry and associated particulate waste into the adjacent storm basin network. The volume and composition of the released material were determined by HAB Laboratory Assessment Team to fall within the category of compromised substrate requiring immediate recovery under ENV-DIR 14-G.

The contractor's identity is not included in this document. The contractor's identity is not relevant to this document. HAB Environmental & Logistics has designated the contractor non-compliant. This designation is final and is not subject to appeal.

Section 2 — Ambient Narrative Calibration

Following confirmation of the substrate release, HAB Environmental & Logistics authorized the initiation of ambient narrative calibration across relevant community communication nodes in the affected corridor. Calibration was conducted in accordance with HAB Civic Response Protocol, Tier 3.

Hyper-specific informational content was introduced into neighborhood-level communication channels. The content was calibrated to generate civic concern regarding local fauna displacement and community safety conditions in the immediate vicinity of the drainage breach. HAB Environmental & Logistics does not characterize this content further in this document.

Civic response metrics reached operational threshold within 72 hours of calibration initiation. Community attention was concentrated on the designated concern vectors. Municipal inspection resources were redirected accordingly. HAB Environmental & Logistics notes that the civic response was self-sustaining within 48 hours of initiation and required no further calibration input.

HAB Environmental & Logistics does not make a determination regarding the accuracy of the calibrated content. HAB Environmental & Logistics is not making such a determination in this document.

Section 3 — Operational Cover & Recovery Sweep

Unit DR-04 was repositioned to a designated route segment three blocks north of the primary drainage breach. Unit DR-04 maintained standard civilian throughput operations for the duration of the recovery window, providing an anchored, observable civilian presence consistent with normal commercial activity in the corridor.

Under the operational cover established by Unit DR-04's deployment and the concurrent civic response event, [UNIT DESIGNATION EXPUNGED] tactical recovery elements entered the storm basin network via access points identified in the pre-deployment survey. All compromised substrate samples were recovered. All recovery elements exited the network prior to the arrival of municipal inspection personnel.

Municipal inspection personnel subsequently conducted a water sampling procedure. No compromised substrate was present at the time of sampling. HAB Environmental & Logistics considers the inspection outcome consistent with expected parameters.

Section 4 — Contractor Designation & Closure

The third-party contractor has been designated non-compliant under HAB ENV-DIR 14-G. The contractor's processing loop has been decommissioned. HAB Environmental & Logistics has not made a determination regarding the contractor's subsequent operational status. HAB Environmental & Logistics is not making such a determination in this document.

Unit DR-04 has returned to its standard deployment pattern in the Columbus corridor. Crowd metric collection is ongoing. No anomalous readings have been recorded since the closure of the recovery window.

HAB Environmental & Logistics considers this matter closed. The ledger is balanced.

HAB-FR-CLB-0194 is issued under ENV-DIR 14-G (Substrate Incident Response Protocol). This document does not reference, describe, or imply the existence of any operational activity beyond the scope of HAB Environmental & Logistics compliance documentation. Civic response calibration is a standard Tier 3 protocol. HAB Environmental & Logistics does not respond to inquiries regarding Tier 3 protocols. Unit DR-04 deployment data is maintained separately under HAB Fleet Operations. This document does not constitute a Fleet Operations record.
